too heavy for an 18-month-old girl

We bought my daughter a size up, but it is difficult to put her foot in the trunk. Some models I've seen close completely or open to allow you to put your foot in the boot. This style doesn't leave much room so I have to squeeze her foot in there. It will probably be a good boot (it's warm and definitely waterproof) but too tight and unforgiving for a toddler.
