This really seems like an economical solution for an empty bunch or balloon straws. Balloons are not perfect. There are some that are oddly merged so they don't work. But my expectations were pretty low, so it's not something that worries me too much. They also feel like the balls have talc or starch on them to keep them from sticking together. That seems strange. Putting balloons on a straw is still a hassle, but it works well. When you're done, you need to make sure the balloons don't block the end of the straws. Balloons don't fill up if they end up being too tight. After that, I have my kids pick up all the balloons so I can rebuild the little rubber O-rings. There's no need to leave a mess either.
