Slip-on style with no velcro fastening. I think this will work for a Chihuahua but the narrow neck will be very uncomfortable for most cats and some dogs. I wish there was velcro in the back so you could put your paws in first and then fasten them in the back. To do this, you need to put your paws on your head and put them on, as if you were dressing a person. Not a fan. The design is cute but only suitable for unusually tolerant pets. FWIW, our cat is usually tolerant of outfits, but this proved to be a test of even her seemingly limitless patience.
