Sturdy but bottom metal plate rusts

The base is heavy when filled with water and easily supports a 9 ft umbrella without a table even in light wind. However the round metal plate at the bottom that supports the end of the umbrella rod rusts and creates 4 in circles of rust stains wherever it stands. I removed it and repainted it with rust resistant paint.
