Not as advertised - exhaust and emissions

I chose this product because the advertising said the catalyst was 99.99% filled internally and the metal screen was full. When viewed, the metal shade is 7.5 inches long and has only 3 inches of fill, which is only 40%. In the attached photo you can see how it is advertised. In the second photo you can see through the hole for the sensor that the filling stops pretty quickly. Disappointed to say the least
