This device has two prong positions - toward the flat side and toward the raised size. If you turn the prongs toward the flat side, the prongs go completely into the electrical socket. If you turn the prongs toward the raised side, the prongs do not go all the way into the electrical socket, leaving more than 1/8 inch of prongs exposed. You can put your finger across the prongs and, at a minimum, get a really nasty shock. No surprise that it is not UL rated. Never buy an electrical device that isn't UL rated.
