This case comes with all the padding needed for cutting and fitting. I don't know about the water resistance as I didn't really buy it for that. I use it for traveling with my 17" gaming laptop. It easily fits all accessories including my game controller and headset. I've used it as carry-on luggage on flights. Sometimes it fits under the seat in front of you if you're in a comfort seat or traveling first class but I usually just put it in the top bunk as I don't use it on the plane.I put my surface pro in the bag along with my gaming laptop and it fits perfectly.It can do a bit be heavy with everything I pack in. It doesn't sit well on a trolley without a strap but overall I'm very happy with the case and the price.
