Good pants, but runs small

I bought them for my granddaughter for Christmas. She went and put them on but they were too tight for her. She is 12 years old, medium weight to thin, about 1.50 m tall. I think she needs teen or women sizes?! She still wore them. Good quality pants, they keep you warm and dry - that's what I wanted in winter pants!
