Lock no longer works in the rain

I have had this product for about a month now, it is used to attach a scooter to an outside anchorage. It rains a lot in Seattle at this time of year. In just one month I've had to grease it 3 times because my key wouldn't turn the cylinder and again today when it wouldn't open. The lock is still difficult to turn even after greasing it (with dry graphite spray) and I'm not sure it won't lock me completely. I hope mine is just defective, but I would suggest getting something with a better reputation. The chain is fine and appears to be well made. -- EDIT (2/29/2020): Out of desperation because the lock froze while my bike was locked with it, I ended up spraying the lock with real WD-40. This proved enough to get the lock loose - using it and working with it later and then rinsing it with water seemed to help a lot. The lock now works quite well, although I expect it to jam again over time and need this treatment again. So I'm increasing my rating to 3 stars. The locks are tricky and stick when dirty, but can be opened with WD-40. Regular cleaning and lubrication should keep them in good working order.
