The fan blade seems to be dangling in the case. I can swing it back and forth at least half an inch. The fan works in horizontal position. When I mount it vertically, the fan just bounces back and forth and doesn't spin. I even pushed it slightly in the direction of rotation to get it to start but it still doesn't work. This is an update of the above review. Since I couldn't return the fan I decided to take it apart to see what was wrong. I found I could pull the knife block out of the engine. At the end of the shaft was a slot for the snap ring. I tore off the circular foil label on the back (now clearly void of warranty) and found a small locking ring stuck to the adhesive along with the washer. I put the fan blade assembly back into the motor and using surgical tweezers placed the washer onto the shaft and after many tries I was able to lock the split ring in place. I put the label back on, plugged it in and it worked. It still annoys me that the connector on the fan doesn't look exactly like the picture Revain posted to identify the wires. Fortunately, the hot (+) wire is in the middle, but with my fan it was not clear where the minus was and where the turns were. Through trial and error I succeeded. I found that when using the RPM cable, the fan runs but only at low speed.
