Fits me. I'm usually a size 15 which I think is a size 33 or 34 and I ordered a size 40. I needed extra hiking room to wear over layers of clothing and over hiking boots. Size came as xxxl but they fit over hiking boots, jeans and leggings. The elastic waistband is perfect for small waists. They were too long which I expected as I'm only 5ft 6" and have short legs but I just handcuffed them and they worked great! I liked that I could wear thin leggings and they were warm enough due to the fleece lining. If I went to a restaurant or sat in the car for several hours, I would take them off so I wouldn't get too hot. inclusive, a girl in a gray jacket, a black jacket and me in pink and gray - all wearing these pants at 38 or 40. We are all very different shapes and sizes and they suit us all well!
