Review on Sylvania 64818 Metal Halide Light by Jessica Lewis

The bulb came securely packaged in a master carton. The box with the lamp was torn and sealed with tape. Apparently it was a return from another buyer. Upon opening it, I found the bulb's filament was cut in half! I have no problem receiving the returned bulb, but where is the quality control to ensure the buyer doesn't have to go through the hassle of initiating a return and waiting an extra week for the bulb to be replaced?
