This is a computer fan with voltage regulator
It blows air, comes pre-wired with a voltage switch and connects to USB. You can do it yourself with wire strippers and tape, but convenience is everything. It blows good air and is absolutely silent at low frequencies. You can hear it a little at higher speeds, but you need to make sure there's no other noise in the room and you're really listening to it.
