They are neatly packaged in a plastic bag which is clearly not the manufacturers packaging. I can make some assumptions about the hygienic conditions of the manufacturer. I can't do this with a private person's facilities. If this item wasn't being sold as food packaging I would be less concerned. I'm wondering if this is a violation of some kind of health code or FDA rules.
