HALB repair kit, HALB?!?

This is literally HALF the kit needed to rebuild the heater valve. For the same price you get a full set, please explain what makes this half set so much better than other full sets. Is it a waste of time and money to return it and hope you can properly restore your own, only to have it put off because you're halfway through the restoration kit? That's what I thought.
