I gave up and bought a non-genuine cartridge and it worked great.

I've ordered this twice and it didn't work both times. The printer said "Unlock Shipping" but I had already deleted everything I could find. There was no indication what the problem could be. I've looked at the HP website and tried all the troubleshooting tips but to no avail. I finally gave up and bought a non-genuine cartridge and it worked great.
