Soft and shiny coat

My Maltese has a shiny coat and a slight fishy smell. It's nice to know that the oils claimed in the product are actually there. However, he still licks his paws constantly. Any suggestions as to what would work best for the itching. I also hoped that the omega product would help his bones, joints and ligaments.
