Identical to the original on my 1999 GM car. Used to secure the fuse box protective cover to the platform. When the cover needs to be removed these clips do not hold onto the cover well and therefore get lost in the dark corners of the engine compartment. Luckily, this cover doesn't need to be removed frequently, and twenty-five clips should last for many years. Bargain.
