4k 60Hz HDR Not working

This card cannot record in 4k HDR and will not reach 60fps. I'm at the point of claiming false advertising. I tested this card on two completely different systems. One was Intel based with a 3rd gen i7 (yes I know it's a bit older) and the second computer I just built to replace the first one uses an AMD R7 2700. In both cases, my results are identical. System 1: Intel i7 3700 32GB DDR3 GTX 1060 6GB 500GB SATA 3 SSD Windows 10 64-bit. In either case, if you try to use the P010 encoder to capture HDR, the MAX you can get is 55 fps and it will drop frames, resulting in a slight stutter in the video output. I tried all possible settings. It doesn't matter what resolution you choose to record; The software automatically limits your FPS to 54.93. CPU usage is also always quite low. Avermedia's website basically says that if you're not getting the FPS advertised, your system is to blame and you should try a different PCI Express slot (not an option on any of the systems I tested on, but their own demo software claims I'm well over the requirements to process a 4k 60fps HDR shot). Note. I try not to send. I'm just trying to capture gameplay that I'm not running on this PC. I have a main desktop with i9 9900k with 2x 2080 Ti in SLI. I'm playing in 4k HDR at a much higher frame rate than 60. A PC with an Avermedia card is used solely for capturing game footage from a desktop at 9900k. This is intended to reduce the workload required to record from my main PC by offloading that work to a second PC using an Avermedia card. It would be nice if the manufacturer responded here and explained why their hardware doesn't support the claimed 60 FPS with HDR at any resolution. P010 (we don't even use a full RGB encoder, which means a much, much worse frame drop) can't be recorded at 60 fps. This is either an issue with the card itself or an issue with the Recentral 4 software package.
