I couldn't get anything to come out of the pop up cap either. I think the hole was done wrong and prevented from releasing anything. So I had to remove the cap, which isn't a big deal. The product turned out to be very thick, which was unexpected. But he got the job done. I've read that it doesn't need rinsing, but I felt the need for some rinsing. This left the skin still fairly hydrated. Maybe a tiny bottle will last a long time. I had a few (big) bottles of Victoria Jackson Makeup Remover that I'm using up now and it works well with eye makeup (needs to be washed off). Unfortunately it seems to be discontinued so I'm looking for something else in the long run. It can match the bill.
