What am I doing wrong?

I bought a lot of booties for my furry testicles. They all twisted and fell down. Squeeze her fingers with rope. So I thought they would save the day. I really liked the idea of having two straps, a warm lining and a strap over it. I thought we hit the jackpot! No! 1 minute and they were spinning and walking on the fabric that tore so quickly. How tight should they be? It was already full, she didn't like that.
