The small bikini top runs two sizes smaller than the bikini top

I am size M, 1.67 m, 76 kg and 36 DD. The bikini top runs a little big, but the little top is too small so I can't wear it. The M bikini fits like an L and the little top that comes with it appears to be an XS size, not an M. I'm going to order it in an XL size just to see if the top fits like an L M fits and give away the bikini.
