Where did rust come from?

Arrived as described but the nuts holding the light to the wall bracket are rusted down to the screws. I had to use pliers to remove it and scrape all the brown paint off the nut. Now it's pretty obvious that it's hanging on the wall. Not too happy about that. I'm wondering how much water the lamp was in before it was packaged and shipped? (the rest of the review is written by the wife) - severe distortion and very poor lighting. I send back. Don't waste your money, pure garbage. Less than my ass.
