Nice but the top of the ribbon is peeling off

I have this used on Christmas gifts and noticed that this ribbon has 2 layers, one layer of ribbon and a top layer of brilliant colour. Sometimes when you roll it up, the top layer peels off the tape. A bit strange and unexpected but my kids won't notice.
