HDMI not working and USB ports slow

I really wanted this to work because I need an extra feature for my Microsoft Surface laptop. Unfortunately, I immediately noticed that the Logitech mouse is very slow and sometimes freezes. Also, when I use a different USB port to connect my Logitech headset, it gets worse. Then, with nothing else connected to the device, I tried using the HDMI port, but that didn't work either.
