cups float around uncomfortably

I like the high cut of the front of the bra and the overall style. My only pet peeve is that the foam cups inside float around uncomfortably. I wish that they were just permanently attached in one location and didn't float around.

The bra is very cute and the fabric is nice but it fits waaaaaay too small. I am a 32 C and I ordered a small so it wouldn’t be loose around my back. I thought I was going to have to get help getting out of it. My advice. Definitely order a size up.
