No more than two canvas bags. There is a plastic insert at the bottom that holds the shape but flexes in the middle so the bags can be rolled up. There is no plate at the rear, so the bags flex and get in the way of the spokes and touching the wheel. Bags are attached to the luggage rack with latches. The clasps are difficult to close and not suitable for heavy objects. The pockets don't taper enough to get in the way of the rider's heel. I spent the extra money and bought Lone Peak Millcreek bike baskets.
