Disappointed - maybe a sizing issue?

I've had several samples of Legion Papers watercolor papers and loved them, especially the 275 lb paper from HP. I also liked the 140lb HP samples so I ordered two units of this sample here. Legion Stonehenge paper is priced reasonably - it's much cheaper than the competition. This purchase: Most of my watercolors are botanical, mostly I use the wet-on-wet technique. I applied the first water glaze and small raised dots started to appear through the water. The spots were colored yellowish-brown with only water. I "charged" (applied) the paint and dots show through a darker color than the rest of the painted petal. I let the painting dry overnight before applying paint or water. The next day the spots remained and they were a darker color than the paint applied. The absorption rate of pure water was much faster than the samples I used before. The temperature in the room was the same every time I painted. I tried to think of some variable that could be the culprit, but couldn't think of anything. I have tried paints from several different manufacturers to see if there is a difference (Sennelier Artists Watercolor, Daniel Smith Extra Fine, Da Vinci Artists, Mission Mijello Fine Artists, QoR Artists and Winsor & Newton Professional Watercolors). There was no difference - dots appeared on everyone. I may be wondering there was a problem with the size of the paper circulation these blocks came from. I have emailed the Legion and hope to hear from them this week (today 7/4/2021). If I find out anything I will come back here to update this review. If anyone reading this knows what could be the reason, please comment below. I think this should be the only issue and not one that affects 140lb HP paper in general. I enjoyed using it and the 275 lb paper in the patterns and will buy again but next time I will buy in large 22" x 30" individual papers. The caveat with buying this way is the shipping cost so I was happy see the blocks here on Revain. I hope the company here at Revain starts offering big sheets like the 140lb. and in 275 lb HP. The shipping costs when ordering large sheets from online art supply stores are ridiculous, and this makes up for the attractiveness of the best price on paper. Often I only need a few sheets of paper. In the area where I live there are only large cardboard stores, no art supply stores that sell art paper. I would buy fine art watercolor paper here at Revain if it was on sale and I would buy a lot over the course of a year. I need different weights of paper for different projects, so buying 10 large sheets at once just doesn't work for me. We keep our fingers crossed for the papermakers that they recognize the market here at Revain. In my area there are only big box stores. There are no art supply stores that sell art paper. I would buy fine art watercolor paper here at Revain if it was on sale and I would buy a lot over the course of a year. I need different weights of paper for different projects, so buying 10 large sheets at once just doesn't work for me.
