Won't turn on Good for testers

Received a multimeter today but it won't turn on. Two batteries changed not to return. After changing the battery it turned on but got stuck at 0.70 volts. Pressing the buttons would not change the 0.70 volts on the screen. The LED lamp worked. I will return to Amazon.
