Wrap the excess elastic around your leg.
I ordered the smallest size hoping they are not too small and they fit perfectly. After the extra elastic was wrapped around the leg, the ankle boots did not fall off. I was worried they might be too tight but Noah was able to take them off. Once outside, Noah didn't touch the booties. I had to dry my boots on the heater every time I went outside.
