1 NON-FLOATING balloon
Both filled with a store-bought canister of helium. Only one floated as high as expected; the other balloon hovered about 2 feet off the ground when fully inflated PRIOR to attaching the rope. After I applied the tape (regular curling tape I've used on dozens of Mylar balloons in the past), the balloon didn't float at all.
