It doesn't run small, it's incredibly small. I wear 1x and 2x doesn't fit so I walk a little less. In this case I would need 4x from my understanding to fit the arms, waist and hips, but in the chest it would be huge. Makes absolutely no sense. Is it really that hard to understand that tall women usually have big arms and hips? It is obvious. A little arm space isn't a big deal, so if a woman is tall and doesn't have overly large hands, she'll have some room, that's normal. But a big woman with big hands doesn't stand a chance. And why 2x12? Where in the world does this apply? Is it another Asian company? I know you have no idea about American women's bodies. Brazil also has this problem, but still. Maybe it would be nice to learn about the size of American women AND THEN make money in the American market. I think it would be better for everyone involved.
