The fringe on one of the shoes is twisting!

Finally they fit my 15 month old, size 12 months, so definitely bigger. My biggest complaint is that the fringes on one of the shoes started to pucker right after a few wears while the other was fine. Everything around the house is good, but when we go somewhere, it doesn't look very good. Disappointed because I received it to wear to various events (it's gold!). Not sure if we received a defective one but unfortunately not satisfied.
