The loop is only on the center 4 inches of the backing so the remaining half inch of the border is just the back of the wool rug. After the oxidized boat had been glued to the spacer for a while and it had warmed up, as these spacers do, the glue holding the spacer to the 4" loop backing loosened and discarded the spacer.
