NOT a pair, it's just a hinge connector.
The picture is a bit misleading, but it's just a connector. The shape is also quite thin. The first one I received was part of a ladder kit and fell apart when I drilled a hole in it to insert a small screw to hold it in place. This replacement was also fairly flimsy, but I was able to pierce it with great care.
