No adhesive seal? for my opinion

This heatshrink tubing is listed as an adhesive lined waterproof tubing. When heated no adhesive is observed. If removed after heating, stripping it off the wire acts like standard tubing---slides off. I would expect more of a strong connection if adhesive was present inside the tube and it not to slide.
