Yes, it does foam.if you do it correctly

Great soap at a terrific price. After reading other reviews I figured out that first you must use a foaming dispenser if you want to dispense foaming soap, then you must mix about 1/4 of your foaming dispenser with the liquid soap and then fill the rest with water. The soap foams beautifully. Another benefit of this method is that your refills last four times as long, making the soap very inexpensive. If you use non foaming dispensers, I'd still mix it at least half and half with water.
