This is the Verizon version where the bootloader cannot be unlocked by the OEM. The IMEI starts with 35, which means it is from Verizon. The SIM card can be unlocked, not the bootloader needed to set up the phone for custom roms for Android enthusiasts. IMEIs starting with 99 are bootloader unlocked and only sold directly by Google. I've returned two Pixel 3 XLs to Revain sellers before, falsely claiming they were direct Google phones. Chances are that all of the refurbished Pixel 3 XL phones sold at Revain are from Verizon.
