Will not stay afloat in cars and parts with remote and app control

Very disappointed with it. It was a Christmas present for my daughter and she was delighted when she opened it. In anticipation, we bought a helium tank at Walmart to fill up in hopes of flying for Christmas. Good thing the helium is weak and wasn't strong enough to keep it afloat when we attached the controller and motor. We assumed this was just due to the poor quality of the helium, so a few days later we emptied it as instructed and took it to the party shop to be filled with full strength helium. When I received it home it seemed very crowded and much more buoyant, but we put the fins and controller back on and it fell about a foot off the bottom. I wouldn't move much. Can't return it because everything holds up so can't box it now so we just wasted money. The children were stunned. I don't know what specific helium you need or what, but we couldn't get it to work. :( Now we've spent about $30 on helium, plus the cost of a shark trying to make it work.
