The lower limit for plus sizes is 23-1/4" and I'm 23" so I thought the big one would be perfect, I was wrong I couldn't even put it on my head. Then I ordered an XL, much better but I felt like I was in a vise with unbearable pressure. So I have now ordered XXL and hope it fits. Looks like a good helmet but I can't see it until I have a real one fitted. I had to order two sizes too big so be careful when ordering. The seller needs to update and correct their size chart.
