for such a ridiculous price, the camera is just a fairy tale! If you choose the first DSLR, feel free to take the d3100 when I bought it, it cost 23 thousand, and even then it justified its price. I do not advise taking it to those who are going to buy additional optics, or to take photography seriously in the future. Well suited as a family camera if you know basic concepts like shutter speed / aperture / ISO, etc. and know how to use it - the shots will be excellent. Good for family use, for amateur photography. "Take a picture" of friends, an event, a holiday - here it is nikon d3100 - easy, convenient and understandable. I've been using it for a year and a half, with kit lenses and 50mm f/1.8 - satisfied. if you plan to buy additional lenses, it’s better to pay for the d90 - it has built-in autofocus, which allows you to buy = AF lenses, on the d3100 you need to buy af-s lenses for autofocus - they cost 2 or even 3 times more expensive.
