Long crotch short shorts be careful

I am 5'6" and 135 lbs. Ordered Wednesday and they fit weird. The inner shorts have a very long crotch and only fit properly when I pull them up uncomfortably, almost below my bra cleavage (think Steve Urkel). Folding down the waist belt leaves a big, bulky, unflattering mess. The outer shorts were very baggy on me. I believe they were carved for someone much taller.
