Small....the best in my rating
It's really cute that my daughter usually wears 2T. I have a 2T and it's too tight at the top, fits perfectly at the bottom, but it's also too tight and cuts too high. Very cute but maybe if my 9 month old 23 lb 30 inch loses weight from walking it might show up.
