It doesn't keep the area dry like powder. It traps moisture between the skin and the product, making existing rashes worse. This prevents moisture from spreading to other parts (e.g. skin folds). It's also quite difficult to wash off. With powder, as soon as moisture (from milk or sweat) appears, you can simply wipe it off and reapply. This will require you to rub the area vigorously, which will not happen with a squirming baby. If your child has a milk rash on the neck, it's better to keep the area dry by rubbing constantly but gently, applying an anti-itch cream, and taking your time.
