I measured my son twice and still bought 2 different sizes. Both should be too long and both should be too short. One was so small he couldn't tuck it under his hips even though the size chart said they would fit. I bought 2 sizes because it said there could be a 1/2 inch difference, but they were a full 1.5 inches shorter than the description. Luckily we can still get one of these to work as it should be too long and is now just a tad too short but shouldn't be terribly noticeable in dark socks. In any case, the measurements in terms of length, inseam, waist and hips are very inaccurate. Buy a size up and if they're too long, hem them if necessary, but you probably won't.
