It's 2 packs for around $19 although I've seen similar brands offering 2 packs for $17. I find even that to be a bit high, I believe the price should be around $5 for the frame unless they come bundled with something else like anti-theft screws. This brand offers anti-theft screws, but not in this set. If you want them, you have to buy them separately. They come with a tool that I recommend keeping in your glove box and never disconnecting from the car. These plate frames are thinner than expected. They'll probably be fine, but I'm concerned about fading as the UV protection layer is clearly thin. I also ordered a silicone license plate frame from this brand and didn't really like it - the silicone doesn't lay flat and it also attracts dust and looks dirty. It only attaches from the top, but it has rubber bumpers to prevent vibration on the underside. The keychain is a good idea, but it's just a SWAG giveaway.
