Works well when it doesn't

Bought two of these - one works very, very well and the other... doesn't (see video for demonstration). One that works, doesn't wobble or unbalance or anything, it's actually great and just what I wanted. The one that doesn't work doesn't work. So be prepared to return it if it doesn't work I guess, but I would buy it again (maybe three to have the two I need and return the broken one). If it hadn't broke I would have gotten 5 stars.
