My son is 22 months old and the liner was VERY tight for his foot! Even after taking the balaclava off and trying to put it on before trying the boot on, I couldn't reach the middle of the balaclava with my fingers. It was literally half the width of his wide baby foot! They were also very heavy and bulky. So if we could put them on, I think it would be difficult for him to walk in them.
