This is absolutely necessary if you're putting it on the floor, otherwise not only will it not work, but it's likely to hit your cat in the face if she's able to scratch it. Luckily, I have an old whetstone my dad used that's as wide, long, and skinny as a pocket so she can scrape and roll it perfectly while I sprinkle catnip on it over and over.
