This size XL fits a 14 inch neck. Not suitable for 23 inch necks. I ordered XL because my dog has a 23" neck. UNSUITABLE! The flower cone I received is very small. It is 14" around. The petals are unequal in length and do not cover the snout so my dog feels can still lick his paws. This flower cone completely defeats the purpose. It's too soft! The petals fold in every time he bumps into something or another dog nudges him. So all he had to do was use a little force and he was able to Bend petals easily They are so fragile and won't last a week during recovery NOT SUITABLE FOR LARGE DOGS Conclusion: 1) Neck too small 2) Petals too soft 3) Petals of different lengths (cones uneven)
